* Amendments to the PTA Council Bylaws:

1.  Article IX, Section 3, b now reads:

            “b.  two delegates from each member PTA unit; standing committee chairs; special committee chairs; the immediate past president of council; the principals of schools having units in council memberhip or their representatives.”

 

Article IX, Section 3, b. will be amended to read:         

"b.  the immediate past president; the presidents of all local unit PTAs in council membership or their representative; and the superintendent of schools”.

 

Rationale:  As has been done in the model rules at the unit level, the concepts of a separate Executive Board and an Executive Committee have been eliminated in favor of defining the Executive Board to better reflect the officers and others involved in carrying out the business of the unit referred to it by the general membership.

 

2.  Article X, titled “Executive Committee,” is deleted in its entirety and all subsequent Articles are renumbered.  See rationale in 1, above.

 

3.  Article XIII, Section 4 now reads:

 

“Section 4.  A quorum for the transaction of business in any meeting of this council PTA shall consist of at least 10 (number) of delegates from a majority of the member PTAs”.

 

Article XIII is renumbered to become Article XII, and Section 4 will be amended to read:

 

"Section 4.  A quorum for the transaction of business in any meeting of this council PTA shall consist of at least ten (10) members".

 

Rationale:  In order to facilitate that business can carry on, the proposed change keeps the same number of members (10) to form a quorum, but eliminates the requirement that a majority of PTA units be represented by their “delegates,” i.e., president and vice president.  The general membership is defined under proposed Art. XI to include a much larger group (i.e., the executive board; two (2) delegates of each member local PTA or their alternates…; the superintendent of schools or his/her alternate; and standing committee chairs; the principals of schools having units in council membership or their representatives; and the council representative appointed by the Mt. Lebanon Education Association), so it is likely that all units will be represented by someone in the general membership without the additional requirement of having a majority of unit “delegates” represented in the quorum.
